Human Rights in Morocco
Ensuring and advancing human rights remains an unwavering and non-negotiable commitment for Morocco. The Kingdom consistently implements legislative and institutional measures to translate the principles embedded in its constitution into tangible actions, actively fulfilling its international obligations in the domain of human rights. The Moroccan 2011 new constitution acknowledged Human Rights as they are universally recognized.
The new constitution also provides for cultural rights, recognizing Morocco’s Arab-Islamic, Amazigh, and Saharan-Hassani components, as well as its African, Andalusian, Hebraic, and Mediterranean influences. It also stipulates the protection of women, children, and persons with disabilities. Furthermore, it criminalizes genocide and other crimes against humanity, war crimes, and all systematic grave human rights violations.
In 2011, Morocco revamped its human rights landscape by establishing the National Human Rights Council (CNDH). Constitutionally mandated as a fully autonomous entity with augmented investigative and monitoring capacities, the CNDH has been dynamically engaged in overseeing human rights across local, regional, and national spheres since March 2011. Through collaborative efforts involving the CNDH, Morocco's vibrant civil society, and a government committed to reform, ongoing human rights challenges are being addressed through a combination of judicial and legislative mechanisms.
The Kingdom has been actively dedicated to promoting economic, social, cultural, and environmental rights, with a primary aim of ensuring equity, equality, and meaningful individual participation in sustainable development. This commitment is underscored by the effective implementation of reformative programs and strategies across pivotal sectors, including education, health, employment, environment, and culture. Through these initiatives, Morocco solidifies its unwavering dedication to fostering holistic and inclusive societal progress.
Reform initiatives aimed at placing the human being at the heart of development have been strengthened by the adoption of a New Development Model, which has been drawn up with the contribution of all the components and institutions of society, through broad consultations, emphasizing that the Kingdom is working to implement the program to extend social coverage with a view to making it available to all Moroccans.
