Participation of Ambassador Amrani in the 2024 Atlantic Dialogues
In this regard, the Ambassador participated in the Panel devoted, in the opening of this Forum, to the Royal Atlantic Initiative: An Ambitious Vision for Innovative Regional Cooperation.
“The Royal Atlantic Initiative, championed by His Majesty King Mohammed VI, embodies an ambitious and unprecedented vision. It not only proposes an innovative model of regional cooperation but also a bold geopolitical approach, rooted in strong and structural dynamics of connectivity, interdependence, and, above all, sustainable development.”
This was the central message delivered by Ambassador Youssef Amrani during this event. Alongside prominent figures such as Amina Benkhadra, Director General of the National Office of Hydrocarbons and Mining, and Nuno António de Noronha Bragança, Coordinator of the Atlantic Centre, the Moroccan diplomat emphasized the scope of this Royal Vision and the development narrative it promotes across the entire Atlantic region and sub-region.
“Conceived by Africa, for Africa, this initiative is based on cross-border partnerships that provide concrete solutions, while transforming challenges into opportunities,” the Ambassador stated, emphasizing that “this Vision has catalyzed long-awaited changes that are essential for the development and stability of the region.”
The diplomat went on to explain that the initiative is based on three key pillars: “It focuses on transitioning from isolated projects to interconnected networks, thereby strengthening coherent and sustainable regional integration. It aims to shift external dependency relations toward autonomy driven by Southern countries, building solid local capacities through the broad political ownership it mobilizes within the region. Lastly, it promotes sustainability by replacing fragmented approaches and short-sighted policies with strategies that have a positive impact for several future generations.”
In response to a question regarding the complementarity between the Royal Atlantic Initiative and existing Atlantic frameworks, the Ambassador affirmed that “The Royal Initiative redefines North-South relations, bringing them closer to senses of equality, shared responsibility, and mutual respect, which must prevail in any partnership that aspires to be sincere and relevant. In this sense, the Initiative does not replace, but enriches existing mechanisms with solutions tailored to the realities and aspirations of Southern countries.”
To illustrate the tangible impact of this dynamic, Ambassador Amrani highlighted several flagship projects. He mentioned the Dakhla Atlantic Port, “a strategic 12 billion dirhams project that transforms maritime routes into true engines of economic development for the region.”
He further noted that the Atlantic Gas Pipeline is also “a 5,660-kilometer energy corridor connecting 13 African countries, ensuring enhanced energy security through unprecedented regional cooperation.” Similarly, “The food security programs, which combine Moroccan expertise in phosphates with innovative agricultural initiatives, brilliantly illustrate this commitment to strengthening the food sovereignty of Southern countries.” Finally, the diplomat highlighted the Royal Initiative for the Sahel, “which integrates economic development and security to promote sustainable and inclusive stability.” This initiative places regional connectivity at the heart of its action, transforming economic corridors into tangible engines of development,” he emphasized.
The diplomat concluded by stating that this Vision is “the essence, the core, and the reason behind a proven path toward tangible regional transformation, driven by pragmatic and sustainable cooperation, in service of shared prosperity.”
